Masterplan transition continuity guard (new)
Guardrail to prevent “drift” when chatstreams or masterplans switch: we treat governance + UI invariants as carry-forward defaults unless explicitly overridden in the new plan. Key invariants tracked: navigation order, Quick Links order, Library link conventions (🧷 jump vs open-in-source), and preservation of existing gate explanation cards.
